Many people have tried to argue the point that terrorists would use encryption to avoid police monitoring, but this only makes sense if you don't think of the other side argument, which is that encryption doesn't exist in a vacuum. If you think terrorists and other criminals use encryption aren't caught and prosecuted, than that's your choice. The problem is, vast majority of terrorist incidents will be considered "random"; people are caught because one of these things happens: they talk about killing other people, or have a history of extremist behaviour, or an group contacts them.
